The Hound battlebikes of Venusian colony Aphrodia have neutralized the initial armed incursion of rival colony Ishtar, and teenager Ken Seno has gone from amateur bike daredevil to Aphrodian war hero. The Aphrodian capital has been saved, but chaos reigns in the streets and in the halls of state. Under fire, the Aphrodian government resigns and is replaced by a weak provisional government. Into the power vacuum steps the enigmatic General Akhbar, leaders of a fanatical religious movement.
